教室案内
沿革と組織の概要
国際地域保健学教室は大井玄教授(1993年4月-1996年3月)、ソムアッツ・ウオンコムトオン教授(1996年6月-1999年3月)、若井晋教授(1999年8月-2006年3月)、神馬征峰教授(2006年6月-現在)によって運営されてきている。
地域と国際を視野に入れた保健活動推進のためには知識と知恵と度胸がいる。とりわけ不確定要素の強い現場には、アカデミックな研究成果に基づく知識が少ない。その不足を補うためには、経験と実践に基づく知恵が必要である。しかし、難局にあっては知恵にも限界がある。知恵が尽きるときがある。頭だけではどうにもならぬ、そんな時、度胸がものを言う。知識と知恵と度胸をもって、地域での活動を活性化し、研究も実践も行い成果をだす。さらに地域からのボトムアップ活動を国レベル、国際レベルの政策にリンクさせていく。そしてあらゆる現場での健康格差の改善を本教室はめざしている。
しかしそれだけでは十分ではない。いったい何のための健康なのか?常にこの問いを念頭において私たちは教育・研究・国際協力を続けている。スタッフ一人ひとりがそして学生たちがこの問いを忘れないようにしている。
2024年1月現在の構成員は、講師1名、助教3名、秘書3名、非常勤講師12名、博士課程6名、修士課程6名、客員研究員38名である。全学生の過半数は留学生である。
教育
教育活動の主な目的は、以下の2つである。
- 実践活動がわかる研究者の育成
- 研究のわかる実践者の育成
私たちが目指しているのは、大学という既存の枠組みの中だけでアカデミック・リーダーになりたくてリーダーになりたがる純粋培養のリーダーを育成することではない。常識や既成観念にしばられず、草の根レベルで、人々から知恵を学び、かつ自己の内なる声に従って堂々と行動できる人を育てることをめざしている。その行動によってリーダーになる者はリーダーになればよい。リーダーは譲り、リーダーとともに歩む者になってもよい。もしリーダーになるのなら、50年後、100年後を見据えた上での、「おもいやりある国際保健リーダー(compassionate global health leader)」になってほしい。
大学院教育カリキュラムは大きく「国際地域保健学特論」「国際地域保健学演習」「国際地域保健学実習」からなっている。いずれも地域保健(community health)に力点を置いている。量的研究手法、質的研究手法、混合研究法の他、近年はAIを取り込んだ研究にも力をいれている。カリキュラム以外の教育活動として、修士論文の作成、博士論文の作成支援に力をいれており、国際ジャーナルへの投稿を促している。できる限りフィールド体験ができるように、フィールドからの学びが得られるような支援もしている。カリキュラムを通じて身につけるべきコンピテンシーとしては、以下の項目を重視している。
- グローバルな保健政策及び疾病パターンの傾向と決定要因
- 世界の文化や社会の構造が健康にもたらす影響
- グローバルヘルス・ガバナンスとリーダーシップ
- プロジェクト・マネジメント手法
- 研究倫理と人権
当教室の学生が履修可能なカリキュラムはこちら。
学生の過半数は留学生である。そのため講義、実習、討議はすべて英語で実施している。また、保健医療のバックグランドを持たない学生もいるため、基本的な入門事項から専門的内容まで広くカバー出来るように工夫している。
東京大学大学院以外でも、海外からきたJICA研修員への教育、他大学での国際保健学の講義等を数多く実施している。
研究
研究活動の主な目的は、以下の2つである。
- グローバルにもローカルにも社会的インパクトのある研究の推進
- 内発的発展に貢献しうる研究の推進
本教室では、できる限りコミュニティレベルでの1次収集データをもとに研究成果を示すようにしている。そのためのフィールドワークを重視している。同時にその成果の政策や実践活動への貢献を目指している。大学単独としてというよりは、低中所得国や欧米の諸機関、国際機関、JICA、NGOなどと協力して研究を行っている。低中所得国の研究がメインではあるが、日本国内の研究活動も行っている。
現在の研究課題の重点は以下の通りである。

- コミュニティ及び学校におけるヘルスプロモーション
- 災害と健康
- 世界の保健人材
- 母子保健
技術協力
技術協力活動の主な目的は、以下の二つである。
- 内発的発展を支援する国内・国際協力の推進
- アセットに注目した発展モデルの推進
技術協力活動は本教室のメインな活動領域ではない。しかしながら臨床系の教室のスタッフが教育・研究とともに日々の臨床活動を行っているように、本教室のスタッフもまた各種コンサルタントとしてさまざまな技術協力活動に関与している。その際、考慮しているのは、トップダウン式にならず、時間をかけて、国内・国外の当事者や当事国が内的成長を遂げるように、という視点をもった協力の実施である。そのためにポジティブデビエンス・アプローチやアセットモデルに注目している。この方針をもって資源の乏しい地域や国への支援を実施するようにしている。
